This briefing paper highlights the critical importance of keeping energy access, security, affordability, and sustainability central to the post-2030 international development agenda. Further, it supports the establishment of an inclusive process for taking stock of: (i) progress on achieving universal energy access since 2015; (ii) the achievements and limitations of the existing Sustainable Development Goal 7 (SDG 7) framework in supporting that transition; and (iii) how developments since 2015 may create new opportunities to inform future approaches to energy access, measurement, and governance.
