Who gets water? Designing irrigation service under groundwater scarcity

This policy brief examines how irrigation service rules shape water allocation, farmer welfare, and resilience in shared groundwater irrigation systems. Evidence from rural Bangladesh shows that equitable outcomes depend not only on how much water is available, but also on how irrigation access is organised, highlighting the importance of institutional design for improving fairness under increasing water scarcity.
