Mazhar Bhuyan

Candidate, Master of International Development Policy

Mazhar Bhuyan is a Master of International Development Policy candidate at the Sanford School of Public Policy, Duke University. He is currently the Treasurer at the Global Energy Access Network (GLEAN) for the academic year 2025/2026. 

He is a career civil servant from Bangladesh with professional experience in tax policy. Mazhar holds a master’s degree in Applied Chemistry and Chemical Engineering before starting his career as a civil servant. He also has academic training in economics prior to joining Duke.

His research interests focus on climate justice and just transition, with a particular emphasis on leveraging fiscal policy tools to promote equitable access to clean energy. He is passionate about designing sustainable fiscal frameworks that support low-carbon development and inclusive economic growth.
